Ministers are the Kingdom officials who hold lasting bonuses for speed, training and output. The Minister of Construction gives Construction Speed +50%, Research Speed +25%, the Minister of Development flips those numbers, the Minister of War boosts troop training, and the Minister of the Inner Court adds 100 percent to resource output. The King and the Queen appoint them, and you need Sanctuary level 16 to apply.

The King and the Queen also appoint the other officials. A post stays filled until the King removes the holder or a new Royal City event clears the board.

Minister of Construction

The Minister of Construction gives Construction Speed +50% and Research Speed +25%. Pick this post when your main goal is the next Sanctuary level or a long building queue. The Sanctuary page shows how many days each late level takes at base speed. Under a King of Battle the same post rises to Construction Speed +60% and Research Speed +35%.

Minister of Development

The Minister of Development mirrors the previous post: Research Speed +50% and Construction Speed +25%. Choose it when research is your bottleneck, for example while you work through the long alliance and Alliance Duel branches on the research page. The King of Battle version reaches Research Speed +60% and Construction Speed +35%.

Minister of War

The Minister of War gives Training Capacity +20% and Training Speed +20%. The post suits players who train big batches of troops before Alliance Duel Day 5 or before Kingdom War. Under a King of Battle the numbers are Training Capacity +25% and Training Speed +30%. The Minister of Strategy is the healing counterpart with Infirmary capacity +20%, Healing Speed +20%.

Minister of the Inner Court

The Minister of the Inner Court is the economy post. It adds Grain Output +100%, Timber Output +100%, Herb Output +100% for the holder. Resource-hungry players, such as those climbing the late Sanctuary levels, gain the most. The resources page shows where else to find Grain, Timber and Herb.

King and Queen

The King gets Hero HP +5%, Hero ATK +5%, Hero DEF +5%. The Queen gets Construction Speed +20%, Research Speed +20%, Training Speed +10% and helps the King appoint titles and distribute treasury resources. The King also posts a King's Declaration, sends King Mail to everyone in the Kingdom, shows the Kingdom Badge and can send rewards to players who fought well in Royal City Scramble, one of each reward per player per event.

The King spends Kingdom Decree points on decrees. The game lists 8 decrees. They cost 3,000, 5,000, 10,000 points: decrees 1, 3, 4, 6, 9 cost 3,000, decree 5 costs 5,000, and decrees 2, 8 cost 10,000. Decrees 1 and 9 can be used up to 3 times a day, 5 decrees wait 7 days between uses, and decree 2 waits 14 days.

How to Apply

  1. Reach Sanctuary level 16. Lower levels cannot apply for official positions.
  2. Open the official positions window and apply for one post. You can have only one open application at a time.
  3. Wait in the queue. Each post takes up to 50 applications, and you cannot apply again for the same post within 30 minutes.
  4. The King or Queen approves you. Approved players join the auto-appointment list, which holds up to 50 players, and the King or Queen sets a cooldown between appointments.

King of Battle Posts

When a Kingdom wins Kingdom War as the attacker, its King becomes King of Battle. The Kingdom then gains two new posts, Chief of Affairs and Chief of War, and every existing post becomes stronger. The King of Battle gets Hero HP +10%, Hero ATK +10%, Hero DEF +10%, enemy troop death rate in PvP +5%. Chief of War gets March Speed +5%, enemy troop death rate in PvP +5%. Chief of Affairs gets Construction Speed +60%, Research Speed +60%, a flat bonus to both queues. The Kingdom War page explains how an attacker wins and what the King of Battle rewards are.

Do Bonuses Stack

One community guide reports that a minister bonus adds a percentage to your current speed bonus instead of cutting the time by that percentage again. The same guide says a title affects only new timers, not ones that were already running. The example uses a 12-day build with an existing +50% bonus.

Check the new time in the upgrade window after you get a post. Only the window shows the real value for your account. The upgrade guide helps you decide which long builds to queue first.
